JOB SUMMARY:
The Program Manager reports directly to the Director of Workforce Education and shall perform his/her duties and responsibilities in collaboration with the Program Chairs and faculty working in the Integrated Basic Education Skills Training (IBEST) programs. As the Program Manager, the individual is responsible for assisting with all aspects of the IBEST programs including planning, coordinating and implementing major goals/objectives and anticipated outcomes. Duties also include establishing strong internal and external partnerships necessary to implement IBEST activities with organizations and programs such as Work First, ES, DSHS, Workforce Development Council staff, CBO’s, local employers, community organizations and internal partners such as student services staff.

MINIMUM QUALIFICATIONS:
- A bachelor’s degree and TWO years of professional experience in social or human resources services, public relations or public contract work. Additional experience as specified above will substitute, year for year, for education.
- Experience working with the English as a Second Language populations. Qualifying volunteer experience is acceptable.
DESIRABLE QUALIFICATIONS:
- Demonstrated experience creating effective relationships with ESL students at a variety of levels
- Knowledge of interviewing techniques, job search strategies, employment trends and social/economical factors that commonly influence and motivate human behavior.
- Demonstrated ability to effectively communicate both verbally and in writing.
- Demonstrated ability to interpret complex program and administrative policies.
- Demonstrated experience in establishing and maintaining collaborative partnerships/relationships with state and public agencies, community organizations, and private employers and/or representatives.
- Demonstrated ability to relate to students, staff and faculty of varied ethnicity, ages, backgrounds and abilities and a commitment to a culturally diverse environment.
ESSENTIAL JOB FUNCTIONS:
- Recruit and conduct student intake including assessing current skill level, abilities and experience, as well as identify potential barriers to student success and employment
- Coordinate, and manage orientation sessions including financial aid, both group and individual sessions.
- Advise students and serve as a mentor
- Work closely with IBEST faculty to ensure program outcomes are met
- Coordinate with IBEST faculty and Career Center staff to develop job placement strategies.
- Develop student success and retention strategies.
- Work closely with students and assist them with problem-solving day-to-day issues.
- Establish and maintain student records
- Develop program evaluation processes and reporting, including preparing and maintaining a statistical data base.
- Coordinate with Career Center staff and provide job placement and job development services for job-ready students to include job applications, resume writing, interview techniques and job retention.
- Coordinate with student services and division staff to ensure correct coding, timely tuition payments and accurate class schedules in the SMS system.
- Register students
- Assist students in applying for Federal Financial Aid, scholarships and other BCC funds. Keep abreast of potential local funding and/or grant resources for IBEST students.
- Conduct follow-up on program completers
- Participate in developing strategies to institutionalize the program.
- Actively market all I-BEST programs.
SALARY: The salary range is $39,499 - $47,399 with placement based on education and related experience.
