6050P CAMPUS HOURS OF OPERATION (PROCEDURES)

The following procedures are established to meet the requirements for implementing policy #6050 – Campus Hours of Operation.
Once the college's official calendar has been approved and dates of operation are published, all services relating to the public will be available during published business hours. In the event of extraordinary circumstances, which require that an office must be closed, the responsible administrator must make alternative plans to serve the needs of the public. All services must be available during official business hours, unless specifically exempted by the unit’s vice president or dean. Should such an exemption be made, the vice president/dean in charge has the responsibility to notify the campus. In addition, emergency contacts (names and phone numbers) will be given to the president's office.
Vacation and holiday schedules need to be coordinated to ensure that there is sufficient office coverage. Office and individual absentee schedules for winter and summer holiday periods will be produced by the office of instruction and reviewed by president's staff no later than the end of the Fall and Spring Quarter finals week so that necessary coverage of all areas can be maintained.
In order to ensure that there is an administrative presence in each administrative unit throughout the year, when an administrator is absent from the campus for one or more days, he/she will designate who will be in charge during the absence and clearly communicate this information, in advance, to his/her supervisor and assistant. Additionally, the administrator should post this information on the “out of office assistant” on email.
In situations where the college has suspended operations to the public and closed college offices and activities, the following procedures will apply to classified employees:
- When prior notification has not been given, employees released until further notice after reporting to work shall receive a minimum of four hours pay for the balance of the closure.
- The employee who is not required to work for the balance of the closure will provide in writing his/her selection of the following options available to him/her to cover the time lost due to the closure:
- vacation leave or personal holiday;
- accrued compensatory time (where applicable);
- leave without pay;
- reasonable opportunity to make up work time lost as a result of the suspended operation.
- Employees required to work shall receive their regular rate of pay for work performed during the period of suspended operation. Management-directed overtime shall be compensated as provided in state regulations.
- Employees who lose regular work as a result of suspended operation may request to work additional hours during the ninety (90) -day period immediately following the suspended operation. Compensation for such additional work shall be granted on a compensatory time basis at not less than straight time nor more than time-and-a-half, in accordance with the fair labor standards act. The amount of compensation earned under this section should not exceed the amount of salary lost by the employee due to the suspended operation.
- If the period of suspended operation exceeds fifteen (15) working days, full layoff provisions shall apply. Notification of options and/or layoff may not be given until the condition of suspended operation has been in existence for fifteen (15) days. The vice president of human resources may request approval for an extension of suspended operation beyond fifteen (15) days from the director of the state department of personnel.
- Employees may appeal to the vice president of human resources the requirement to work during the period of suspended operation if they feel personal danger in performing their assigned tasks. The vice president of human resources may petition the director for approval of a special premium pay allowance due to hazardous working conditions encountered by employees required to work during the period of suspended operation.
