{"id":48,"date":"2021-11-03T19:29:51","date_gmt":"2021-11-04T02:29:51","guid":{"rendered":"https:\/\/www.bellevuecollege.edu\/hr-dev\/?page_id=48"},"modified":"2026-04-16T16:37:30","modified_gmt":"2026-04-16T23:37:30","slug":"benefits","status":"publish","type":"page","link":"https:\/\/www.bellevuecollege.edu\/hr\/benefits\/","title":{"rendered":"Benefits"},"content":{"rendered":"\n<p>Bellevue College (BC) offers comprehensive compensation package with salary and benefits as the main components.&nbsp;Generous benefits&nbsp;package is offered to full-time positions and eligible part-time positions. <\/p>\n\n\n\n<div class=\"wp-block-mayflower-blocks-collapsibles accordion\" id=\"accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\">\n<div class=\"wp-block-mayflower-blocks-collapse card bg-default text-bg-default\"><div class=\"card-header\" id=\"heading_bb2c97f1-abbe-433e-94c2-4d2af3321d90\"><h2 class=\"mb-0\"><button class=\"btn collapsed\" type=\"button\" data-toggle=\"collapse\" data-target=\"#collapse_bb2c97f1-abbe-433e-94c2-4d2af3321d90\" aria-expanded=\"false\" aria-controls=\"collapse_bb2c97f1-abbe-433e-94c2-4d2af3321d90\">Medical, Dental &amp; Vision<\/button><\/h2><\/div><div id=\"collapse_bb2c97f1-abbe-433e-94c2-4d2af3321d90\" class=\"collapse \" aria-labelledby=\"heading_bb2c97f1-abbe-433e-94c2-4d2af3321d90\" data-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\" data-bs-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\"><div class=\"card-body\">\n<p>Eligible employees and their lawful spouse, state-registered domestic partner, or dependent children can select from a menu of <strong>ten (10) medical coverage and three (3) dental coverage that best fit your individual needs<\/strong>. <\/p>\n\n\n\n<p>Coverage is effective the first day of the month following the date of employment. If the date of employment is the first working date of a month, then coverage begins on the date of employment.<\/p>\n\n\n\n<p>Employees pay a portion of their medical care cost through payroll deduction. The <em><a href=\"https:\/\/www.hca.wa.gov\/employee-retiree-benefits\/public-employees\/medical-plan-premiums\" data-type=\"URL\" data-id=\"https:\/\/www.hca.wa.gov\/assets\/pebb\/50-0626-pebb-employee-premiums-2021.pdf\">employee premium<\/a> is based on the choice of plan and coverage<\/em>. Selection includes a variety traditional health plans, and Consumer Directed Health Plans (CDHP) paired with Health Savings Account (HSA). Visit the <a href=\"https:\/\/www.hca.wa.gov\/employee-retiree-benefits\/public-employees\">WA State Health Care Authority<\/a> website for more information.<\/p>\n\n\n\n<p>CDHP is a type of insurance plan that has lower premiums, a higher annual deductible, and higher out-of-pocket maximum than traditional health plans. An HSA is a tax-exempt account that you and\/or your employer, can deposit funds into on your behalf.<\/p>\n\n\n\n<p>Vision coverage is provided under the medical plan, <em>without additional separate premium cost<\/em>. Optical service frequency and hardware (glasses, contact lenses, etc.) vary depending on type of medical plan selected.<\/p>\n\n\n\n<p>Dental coverage is provided at <em>no monthly premium cost to the employee<\/em>. Selection includes Preferred Provider Organization (PPO) and Managed Care Plans.<\/p>\n\n\n\n<p><strong>Waiving Medical Coverage<\/strong><br>Those who already have other comprehensive employer-sponsored medical insurance can choose to waive BC medical coverage for themselves or any family member. Those who already have existing coverage through their spouse or domestic partner, <strong><em>and <\/em><\/strong>plan to also enroll in coverage with BC, please contact the plan directly to see how they will coordinate benefits.<\/p>\n\n\n\n<p>If waiving medical coverage, the employee will still be covered under the dental insurance plan at no monthly premium cost. Employee may also cover any eligible dependents in dental-only at no cost.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-mayflower-blocks-collapse card bg-default text-bg-default\"><div class=\"card-header\" id=\"heading_3783cad8-f915-452a-83a6-9a152b8689cc\"><h2 class=\"mb-0\"><button class=\"btn collapsed\" type=\"button\" data-toggle=\"collapse\" data-target=\"#collapse_3783cad8-f915-452a-83a6-9a152b8689cc\" aria-expanded=\"false\" aria-controls=\"collapse_3783cad8-f915-452a-83a6-9a152b8689cc\">FSA &amp; DCAP<\/button><\/h2><\/div><div id=\"collapse_3783cad8-f915-452a-83a6-9a152b8689cc\" class=\"collapse \" aria-labelledby=\"heading_3783cad8-f915-452a-83a6-9a152b8689cc\" data-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\" data-bs-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\"><div class=\"card-body\">\n<p>Medical Flexible Spending Account (FSA) and Dependent Care Assistance Program (DCAP) plans are offered by BC and State of Washington. They are calendar year, pre-tax, spending programs you can use to set aside money for eligible expenses. Both plans are paid for by the employee as payroll deductions.<\/p>\n\n\n\n<p>FSA is a Public Employees Benefit Board (PEBB) sponsored program that allows you to use pre-tax money to pay for certain qualifying out-of-pocket health care expenses. Annual contributions in 2023 can be between a minimum of $120 to maximum of $2850. As a &#8220;use it or lose it&#8221; IRC-governed plan, medical expense reimbursements can be requested for employee, spouse, or their IRS eligible dependents. Beginning in 2023, an annual carryover of up to $610 may be allowed. Any additional unused funds would be forfeited.<\/p>\n\n\n\n<p>DCAP allows you to set aside pre-tax money from your paycheck to pay for qualifying child or elder care expenses (e.g. babysitting, daycare, in-home care for an older dependent incapable of self-care). Maximum contributions in 2023 are $5000, or $2500 if married and filing separately.<\/p>\n\n\n\n<p>Limited Purpose Flexible Spending Account (LPFSA) is geared towards high-deductible medical plan participants, and is a program that allows you to use pre-tax money to pay certain out-of-pocket expenses for dental and vision claims. Annual contributions in 2023 can be between a minimum of $120 to maximum of $2850. Any additional unused funds would be forfeited.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-mayflower-blocks-collapse card bg-default text-bg-default\"><div class=\"card-header\" id=\"heading_a774eab5-c326-47b4-989b-7fb93120923b\"><h2 class=\"mb-0\"><button class=\"btn collapsed\" type=\"button\" data-toggle=\"collapse\" data-target=\"#collapse_a774eab5-c326-47b4-989b-7fb93120923b\" aria-expanded=\"false\" aria-controls=\"collapse_a774eab5-c326-47b4-989b-7fb93120923b\">Life Insurance<\/button><\/h2><\/div><div id=\"collapse_a774eab5-c326-47b4-989b-7fb93120923b\" class=\"collapse \" aria-labelledby=\"heading_a774eab5-c326-47b4-989b-7fb93120923b\" data-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\" data-bs-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\"><div class=\"card-body\">\n<p>Eligible employees, lawful spouse, state-registered domestic partner and dependent children under 26 years of age are provided with <strong>Basic Term Life<\/strong> coverage of $35,000  and Accidental Death &amp; Dismemberment (AD&amp;D) coverage of $5,000 at <em>no monthly premium cost to the employee<\/em>. Effective date is the first of month following the date of employment.<\/p>\n\n\n\n<p><strong>Supplemental Term Life<\/strong> insurance coverage policies are available in increments of $10,000 up to $500,00 guaranteed issue when certain employment conditions are met, and up to a maximum of $1,000,000 with Medical Evidence of Insurability (Life Insurance Evidence of Insurability may also be required). Spouse and dependent coverage are available.<\/p>\n\n\n\n<p><strong>Supplemental AD&amp;D <\/strong>policies for employee, lawful spouse, qualified same-sex domestic partner and family are available at additional cost to the employee. <\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-mayflower-blocks-collapse card bg-default text-bg-default\"><div class=\"card-header\" id=\"heading_bdb2d7e9-6177-43ea-9476-f949270cb07b\"><h2 class=\"mb-0\"><button class=\"btn collapsed\" type=\"button\" data-toggle=\"collapse\" data-target=\"#collapse_bdb2d7e9-6177-43ea-9476-f949270cb07b\" aria-expanded=\"false\" aria-controls=\"collapse_bdb2d7e9-6177-43ea-9476-f949270cb07b\">Long Term Disability<\/button><\/h2><\/div><div id=\"collapse_bdb2d7e9-6177-43ea-9476-f949270cb07b\" class=\"collapse \" aria-labelledby=\"heading_bdb2d7e9-6177-43ea-9476-f949270cb07b\" data-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\" data-bs-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\"><div class=\"card-body\">\n<p><strong>Basic Long Term Disability<\/strong> (LTD) is provided at <em>no monthly premium cost to the employee<\/em>. It provides 60% of the first $400 of pre-disability monthly earnings, reduced by any deductible income. The maximum benefit is $240 per month; the minimum benefit is $100 per month. Benefits begin after 90 days of disability or the period of accumulated sick leave, whichever is longer.<\/p>\n\n\n\n<p><strong>Supplemental LTD <\/strong>provides either 50% or 60% of pre-disability monthly earnings, reduced by any deductible income, and is additional cost to employee. Maximum benefit is $10,000 per month; minimum benefit is $240 per month. Cost for the supplemental plan is determined by employee type and salary replacement level selected. <em>Enrollment at the 60% level is automatic, unless the employee opts out.<\/em><\/p>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-mayflower-blocks-collapse card bg-default text-bg-default\"><div class=\"card-header\" id=\"heading_66d2dbf0-57ba-4ea9-9963-0266386a1cd8\"><h2 class=\"mb-0\"><button class=\"btn collapsed\" type=\"button\" data-toggle=\"collapse\" data-target=\"#collapse_66d2dbf0-57ba-4ea9-9963-0266386a1cd8\" aria-expanded=\"false\" aria-controls=\"collapse_66d2dbf0-57ba-4ea9-9963-0266386a1cd8\">Retirement Options<\/button><\/h2><\/div><div id=\"collapse_66d2dbf0-57ba-4ea9-9963-0266386a1cd8\" class=\"collapse \" aria-labelledby=\"heading_66d2dbf0-57ba-4ea9-9963-0266386a1cd8\" data-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\" data-bs-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\"><div class=\"card-body\">\n<p>Employee and Employer contributions to applicable <strong><a href=\"https:\/\/www.drs.wa.gov\/plan\/\" data-type=\"URL\" data-id=\"http:\/\/www.drs.wa.gov\">Tax Deferred Retirement Plans<\/a><\/strong> are mandatory for benefit eligible employees. The amount of mandatory deduction and contribution are dependent upon the<a href=\"http:\/\/www.sbctc.edu\/colleges-staff\/my-employment\/retirement.aspx\" data-type=\"URL\" data-id=\"http:\/\/www.sbctc.edu\/colleges-staff\/my-employment\/retirement.aspx\"> retirement plan chosen<\/a> and may vary by current contribution rates in effect:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>PERS Plan 2: defined benefit plan (pension) for Classified employees<br>Employee Contribution: 6.36% of gross salary<br>Employer Contribution: 10.39% of gross salary<\/li>\n\n\n\n<li>PERS Plan 3: hybrid defined benefit plan (pension) &amp; defined contribution for Classified &amp; Exempt employees<br>Employee Contribution: Varies from 5% to 15%<br>Employer Contribution: 10.39% of gross salary<\/li>\n\n\n\n<li>TIAA-CREF: defined contribution plan (401(a)) for Faculty and Exempt employees<br>Employee Contribution: Under 35: 5% of gross salary; 35-49: 7.5% of gross salary; 50 &amp; over: 10% of gross salary<br>Employer Contribution: Under 35: 5% of gross salary; 35-49: 7.5% of gross salary; 50 &amp; over: 10% of gross salary<\/li>\n\n\n\n<li>TRS Plan 3: hybrid defined benefit plan (pension) &amp; defined contribution for Faculty<br>Employee Contribution: Varies from 5% to 15%<br>Employer Contribution: 14.69% of gross salary<\/li>\n<\/ul>\n\n\n\n<p>In addition to the regular required retirement plan, employees also have the option to participate in two (2) tax-deferred voluntary retirement investment programs. Certain tax regulations allow employees to participate in one or both voluntary programs. Contributions in voluntary plans are funded solely by the employee:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>403(b) Supplemental Retirement Plan <\/strong>lets employee to set aside a portion of their income in Pre-Tax Elective Deferral or an After-Tax (Roth) Elective Deferral managed by <a href=\"https:\/\/www.tiaa.org\/public\/tcm\/sbctc\/home\">TIAA-CREF<\/a>. Agreements and amounts can be changed at any time.<\/li>\n\n\n\n<li>State of Washington 457 plan is a <strong>Deferred Compensation Plan<\/strong> that permits employee to set aside additional pre-tax earnings for retirement savings. <\/li>\n<\/ul>\n<\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-mayflower-blocks-collapse card bg-default text-bg-default\"><div class=\"card-header\" id=\"heading_220b4198-489b-4d73-9d6b-fcec8e50096d\"><h2 class=\"mb-0\"><button class=\"btn collapsed\" type=\"button\" data-toggle=\"collapse\" data-target=\"#collapse_220b4198-489b-4d73-9d6b-fcec8e50096d\" aria-expanded=\"false\" aria-controls=\"collapse_220b4198-489b-4d73-9d6b-fcec8e50096d\">ORCA Passport Program<\/button><\/h2><\/div><div id=\"collapse_220b4198-489b-4d73-9d6b-fcec8e50096d\" class=\"collapse \" aria-labelledby=\"heading_220b4198-489b-4d73-9d6b-fcec8e50096d\" data-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\" data-bs-parent=\"#accordion_63e3aa88-ca47-4f53-8e56-8523a53736bf\"><div class=\"card-body\">\n<p>Enjoy unlimited rides on Metro Transit and Sound Transit, plus other modes of community transportation with the ORCA Passport card. The basic cost is $5.00, plus any fees associated with that class. To get the <a href=\"https:\/\/www.bellevuecollege.edu\/admissions-aid\/tuition-fees\/state-employee-tuition-waiver\/\">reduced tuition<\/a> rate, the employee may not register until the date listed in the enrollment calendar (usually the third day of the quarter). Hourly and probationary employees are not eligible for this reduced tuition. Vacation may be accrued up to 280 hours.<\/p>\n\n\n\n<p>Classified and Exempt employees are further provided with two (2) to three (3) <strong>personal leave<\/strong> each fiscal year, as determined by their status. Personal leaves are not cumulative and lapse at the end of each fiscal year. A newly-hired employee may not take personal leaves during the first four months of employment.<\/p>\n\n\n\n<p>Faculty, Classified and Exempt employees accrue <strong>monthly sick leave <\/strong>at rates determined by their employee status or applicable negotiated agreement. Temporary Hourly employee accrue at the rate set forth in <a href=\"https:\/\/app.leg.wa.gov\/RCW\/default.aspx?cite=49.46.210\">WA State Initiative 1433<\/a>.<\/p>\n\n\n\n<p>BC observes the following <strong><a href=\"https:\/\/app.leg.wa.gov\/WAC\/default.aspx?cite=357-31-005\">annual holidays<\/a><\/strong>: New Year&#8217;s Day, Martin Luther King Jr. Birthday, President\u2019s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran&#8217;s Day, Thanksgiving Day, Native American Heritage Day, Christmas Day.<\/p>\n\n\n\n<p>In addition to college-wide holidays, Classified and Exempt employees may select one (1) <strong>personal holiday<\/strong> each calendar year.
