{"id":716,"date":"2014-06-06T10:49:04","date_gmt":"2014-06-06T17:49:04","guid":{"rendered":"http:\/\/www.bellevuecollege.edu\/policies\/?page_id=716"},"modified":"2025-07-15T08:31:17","modified_gmt":"2025-07-15T15:31:17","slug":"id-6150p","status":"publish","type":"page","link":"https:\/\/www.bellevuecollege.edu\/policies\/id-6150p\/","title":{"rendered":"6150P Alcohol Service (Procedures)"},"content":{"rendered":"<p>Original Date: 10\/1\/1995 * Last Revision Effective: 6\/10\/2025<br \/>\nPolicy Contact: Vice President, Administrative Services<\/p>\n<h2>Purpose<\/h2>\n<p>The following procedures are established to meet the requirements for implementing policy <a title=\"6150 Alcoholic Beverages on Campus\" href=\"https:\/\/www.bellevuecollege.edu\/policies\/id-6150\/\">#6150 \u2013 Alcohol Service<\/a>.<\/p>\n<h2>Procedures<\/h2>\n<h3>Permission to Serve Alcohol on Campus<\/h3>\n<ul>\n<li><strong>Alcohol Permit Form.<\/strong> An event sponsor, organizer, or client should first obtain an Alcohol Permit Form from the BC Forms Library or the BC Events Office and submit the completed form to the events office. The request will be routed to the office of the president for approval.<\/li>\n<li><strong>Washington State Liquor and Cannabis Board Permit.<\/strong> The event sponsor, organizer, or client is responsible for obtaining all necessary permits from the Washington State Liquor and Cannabis Board, submitting them to the events office, and adhering to the permitting process. The events office will maintain a copy of the permit in accordance with Washington State record retention rules.<\/li>\n<li><strong>President Approval.<\/strong> Upon approval by the president or their designee of the alcohol permit form and issuance of a Washington State Liquor and Cannabis Board permit, alcoholic beverages may be served at the approved event location. The president or their designee are authorized to approve alcohol service for a series of re-occurring events taking place up to a year from the date of the first event.<\/li>\n<li><strong>Public Safety Security Evaluation.<\/strong> The events office will notify BC Public Safety of on-campus events that have been issued a permit to serve alcoholic beverages. All on-campus events serving alcohol must have a public safety officer present. Event sponsors, organizers, or clients shall secure an alcohol permit and submit it to the events office at least three weeks prior to the event to ensure public safety can evaluate security needs and provide personnel, if possible. , In the case that public safety is unable to provide security, then the event sponsor, organizer, or client must arrange for third party security to be on site. The events office must verify that third party security services are licensed, bonded, and insured. Event security provided by non-college safety and security officers should meet the following criteria at a minimum.\n<ul>\n<li>a licensed, bonded, and insured company;<\/li>\n<li>utilize uniforms that identify themselves as event security; and<\/li>\n<li>be certified in first aid, AED and CPR.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Alcohol Servers.<\/strong> Servers must be 21 years of age or older and must possess a MAST Class 12 Permit. In general, the events office will strive to provide a trained in-house server. If the college is unable to provide staff, the client must provide a licensed outside vendor.\n<ul>\n<li>The bartender(s) responsibility is to ensure the safety of guests and prevent excessive drinking. The bartender(s) will cease service to individuals showing signs of intoxication.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3>Event Sponsor Requirements for Alcohol Sales or Service<\/h3>\n<ul>\n<li>The event sponsor agrees to indemnify, defend, and hold harmless Bellevue College, District VIII, its officers, employees and agents (the \u201cindemnitees\u201d) against and from any and all liability, loss or damage the indemnitees may suffer as a result of claims, demands, costs, or judgments, including reasonable attorneys\u2019 fees against the indemnitees arising from or relating to the event that is the subject of this procedure, including any claims, demands, costs (including reasonable attorneys\u2019 fees), or judgments against the indemnitees, arising from or relating to the service or consumption of alcoholic beverages at such event.<\/li>\n<li>The college events staff, public safety staff and the City of Bellevue Police Department have the right to cancel the consumption of alcoholic beverages in the event that the Washington State Liquor and Cannabis Board regulations are violated.<\/li>\n<li>No state monies shall be used to purchase any alcoholic beverages or to pay any license fees or related expenses.<\/li>\n<li>Event sponsors are required to provide non-alcoholic drinks at events where alcohol is provided. Food is recommended to also be provided but not required.<\/li>\n<li>No alcoholic beverages may be consumed outside the specific area approved for the event (e.g. room, building).<\/li>\n<li>All persons consuming alcohol on college property must present acceptable proof of legal age upon request to the attendant security officer or any alcohol server. The following unexpired documents are the only acceptable proofs to verify that a person is of legal age to consume alcoholic beverages: state driver\u2019s license or ID card with photo, Washington State Liquor and Cannabis Board identification card, United States armed forces identification card, passport, or Merchant Marine identification card issued by the United States Coast Guard.<\/li>\n<li>All use of alcoholic beverages shall be governed by the law of the state of Washington as interpreted by the Washington State Liquor and Cannabis Board. The approved permit for the event shall be posted in proximity of where the alcoholic beverages will be consumed and in public view.<\/li>\n<\/ul>\n<h3>General Guidelines Related to Employees<\/h3>\n<ul>\n<li><strong>Alcohol Consumption by Employees.<\/strong> Employees attending an on-campus event during their scheduled working hours are not allowed to consume alcohol.
