Purpose
The following procedures are established to meet the requirements for implementing policy #1600 –Guidelines for Sex and Kidnapping Offender Notifications.
Procedures
Upon notification from law enforcement that a registered sex or kidnapping offender has enrolled or intends to enroll as a student, both the director of care and community standards and the director of public safety will be informed.
All official notifications to the college community shall come from the office of the vice president of student affairs. Requests for additional information will be referred to the appropriate law enforcement agency.
Upon learning of the enrollment/presence of a registered sex or kidnapping offender at Bellevue College, the director of care and community standards will take the following steps:
- Obtain additional information, as necessary, from law enforcement.
- Meet with the convicted offender to make them aware of the notification procedure. This is a required meeting. Other than the notification procedure, registered sex or kidnapping offenders will receive the same rights and privacy protections provided to all students.
- Meet with the vice president of student affairs and/or the president to review relevant information to assess safety issues posed for currently enrolled students and the early learning center.
Notification will correspond with the classification level of the sex or kidnapping offender in the following manner:
- Level I – Low Risk
- President’s cabinet
- Director of the early learning center
- Student conduct officers
- Title IX coordinator
- Level II – Medium Risk
- All Level I notifications
- Director and associate directors of public safety
- Information to college employees via campus ALL BC OFFICIAL email advising there is a Level II registered sex or kidnapping offender enrolled on campus
- Level III – High Risk
- All Level I and Level II notifications
- Public notification: sex offender release” (picture, name and other information provided by the law enforcement agency) posted on various bulletin boards around campus including the public safety office, early learning center, student affairs building, bookstore, cafeteria, gymnasium, library, learning support center, computer labs, and other areas frequented by students.
- Notification by phone of all underage students registered in classes with the sex or kidnapping offender.
- Email notification to all students registered in class with sex or kidnapping offender.
