4850P Commute Trip Reduction Program (Procedures)

Purpose

The following procedures are established to meet the requirements for implementing policy #4850 Commute Trip Reduction Program.

Procedures

Bellevue College participates in the statewide commute trip reduction (CTR) effort as mandated by the Washington Clean Air Act (RCW 70.94). The college provides the following for qualified employees:

  • Designated employee transportation coordinator (ETC)
  • Information distribution – information about alternatives to drive alone commuting as well as a summary of the employer’s CTR Program provided to employees at least once a year and to new employees at the time of hire.
  • Commute Trip Reduction Programs:
    • Qualified employees may participate in the college transit program that offers partial subsidy or discounted transit fares.
      • Employees must sign and agree to the cardholders rules of use agreement when participating in transit programs.
      • For the ORCA passport program, reported lost, stolen or damaged passes issued by the college will be blocked from further use immediately. Replacement ORCA passport or lost, stolen or damaged passes may be purchased at 50% the normal cost of the pass regardless of the date requested.
    • Guaranteed ride home:
      • Bellevue College will arrange an alternative ride home to a qualified employee who has an emergency and who has used public transportation that day.
      • Employee may initiate emergency ride home by contacting the public safety office.
      • The public safety office will determine if emergency is in accordance with the emergency ride home criteria as follows:
        • Personal illness
        • Illness of your child or dependent
        • Family emergency
        • Unanticipated need to work late for bus riders, when transit is unavailable or runs infrequently.
