New students must complete ALL Bellevue College Open Doors Admission Phases below in order to participate. This includes completing the the mandatory Intake and Registration Meetings, and submitting all requested documents.

Complete all phases below in order to apply for the Open Doors Program at Bellevue College:
Fall 2026 – To Ensure On Time Enrollment Complete All Phases by September 04, 2026 (Use the Academic Calendar to view other important dates)
NOTE* Fall quarter begins September 22nd, 2026. If we have space in our classes, we can enroll students late up through October 2nd, but they must have completed Phase 1, work with their current high school to officially withdraw, and can complete paperwork and testing within 1 month of starting classes.
Admissions is considered complete once students finish all required paperwork and entrance testing. Students will be given a final deadline on their acceptance letter.
- You apply only once – current students do not need to reapply
- Select “First Year” on the college application
- Do not select “Transitional Studies”
- Select “Non-Seeking” degree
- NOTE: Using a high school email address may cause a delay and/or result in missed
important communications

This is NOT for Running Start students. All new CEO students must complete this CEO Intent in order to join the CEO program.
ATTENTION: It can take up to 5 business days for our office to process the form.
After your Bellevue College application is processed, expect an email from the BC Enrollment Office with your ctcLink student ID number and instructions to set up your student accounts.
You will also receive an email from our ceonewstudent@bellevuecollege.edu inbox.
Check your junk mail or spam folder to make sure you do not miss it.
After your CEO Intent form and Bellevue College application is processed, you will be contacted to work through the required documents to join the program. Students, parents, and guardians can submit paperwork in-advance by uploading them or emailing them to our office.
Required items to submit before Entrance Meeting:
- Variance Attendance Release Form
- Recommendation for Re-engagement
- Copy of Photo ID: (Photo ID with date of birth (e.g. drivers license, State ID, passport)
- Official High School Transcript

If you have trouble uploading the documents or have questions about them please email them to ceonewstudent@bellevuecollege.edu. In your email please include:
- ctcLink number
- Students Full Legal Name
It is required to submit a Official High School Transcript in order to be enrolled in the program. Please use one of the two method below to submit your Official High School Transcript.
Ask your High School counselor or the last high school you attended to email ceonewstudent@bellevuecollege.edu your official signed High School Transcript.
Request the last High School you attended to mail you a Official High School Transcript to you.
Bring the unopened envelope to our office located in Building U – 206. Center for High School Programs office.
If you open the envelope the Official High School Transcript is not valid anymore. You will be required to order a new one.
If you never attended High School in USA or only attended High School in a different Country then you do not need to submit a Official High School Transcript.
Once all required items are received you will be invited to make an appointment for the Entrance Appointment.
Once the required documents are submitted you will be invited to schedule an entrance appointment. This appointment will go over:
- Student forms (information release, etc.)
- Registration
- Setting up state required entrance testing (do not seek out testing without contacting the CEO Program)

Reminder: only students should be logging into their Bellevue College email account.
