Using AI to Effect Positive Change

Josaphat Boesinga had been fascinated from a young age by how technological innovations can change lives and bridge gaps across different communities.
His passion for technology and its potential to transform lives has only deepened. This interest led the Bellevue resident to pursue a Bachelor of Applied Science (BAS) in Software Development, with a concentration in artificial intelligence, at Bellevue College. Boesinga, who started at the college in fall 2021 is set to graduate in summer 2025.
He’s committed to not only mastering the field of AI but also using his knowledge to empower others—especially those around the world with limited access to technology
Boesinga came to Bellevue College with a bachelor’s degree in math and computer science from the University of Kinshasa in the Democratic Republic of Congo, which is also where he grew up.
“I chose to attend Bellevue College because of its outstanding reputation for academic excellence and its commitment to student success,” he said. “The college is known for its strong programs, experienced faculty, and supportive learning environment that fosters personal and professional growth.
Boesinga said what excited him about the college’s software development program is the opportunity to explore real-world applications of artificial intelligence and its potential to drive positive change across various industries.
“The comprehensive curriculum covers areas such as machine learning, data analytics, and ethical considerations in AI, which are crucial for building responsible and effective AI-driven systems,” he said about the program. “This combination of practical skills and theoretical knowledge equips me to develop innovative technological solutions.”
Bellevue College’s AI instructors use both theoretical insights and hands-on experience when teaching students how to build intelligent systems. As part of one of Boesinga’s courses, he described working on a project that involved developing AI that could identify and predict patterns in large amounts of customer behavior data.
“Using Python and libraries, such as TensorFlow and sci-kit-learn, I built and trained a machine learning model that could accurately forecast trends based on historical data,” he said. “What made this project particularly engaging was its real-world applicability and the critical thinking required to fine-tune the model for accuracy and efficiency. Beyond coding, the project emphasized the importance of understanding data ethics and ensuring transparency in AI decision-making processes. This experience deepened my passion for AI and reinforced my commitment to applying technology in ways that are both innovative and responsible.”
Community is Key
While Bellevue College has been an ideal institution for Boesinga to achieve his academic and career goals, it hasn’t been without challenges. As an international student, one of his biggest hurdles was arriving in the United States and not being fluent in English. Navigating a new educational system and adapting to an unfamiliar culture, while trying to communicate effectively, could be overwhelming at times.
“However, with the support of dedicated instructors, particularly my ESL teacher, Cynthia Weintraub, I was able to build confidence and trust in myself, gradually overcoming language barriers and finding my voice in this new environment,” Boesinga said.
He described Weintraub as a “mentor and guiding light” during his early days. She not only helped him improve his English skills, but also instilled in him “confidence and self-belief, which were essential in navigating this new academic and cultural landscape.”
Beyond individual support, Boesinga said Bellevue’s inclusive environment and student services have been invaluable. Whether it’s academic advising or cultural programs, he has consistently felt a sense of belonging and support at the school.
“The faculty’s commitment to student success and the availability of resources like tutoring and career services have helped me stay focused on my goals,” Boesinga said. “This nurturing environment has empowered me to turn obstacles into opportunities, reinforcing my passion for learning and my determination to give back to the global community through technology and education.”
Outside of his academic pursuits, Boesinga has served as the president of Bellevue College’s Congolese Student Success Association during the 2023-24 school year, and is an Umoja Scholar, which celebrates and supports Black students. As president of the Phi Theta Kappa Honor Society’s Greater Northwest Region chapter, he represents the college in promoting academic excellence and community service. He’s also been selected as part of the honor society’s All-Washington Academic Team and has received a number of scholarships, including from the Bellevue College Foundation and Amazon.
“These scholarships have not only eased the financial burden of my education but have also affirmed my commitment to academic excellence and leadership, encouraging me to give back and make a positive impact in my community,” he said.
Inspiring Future Generations
Boesinga’s ultimate goal is to become a professor, share his knowledge, and inspire future generations. He believes education is a powerful tool for change and is driven by his vision to make technology accessible and understandable to everyone, regardless of their background. He hopes to foster innovation and open doors for those who might otherwise be left behind in the rapidly advancing world.
After graduating from Bellevue College, Boesinga plans to continue his education at Northeastern University in Boston, where he intends to get his master’s degree and doctorate in the ethical philosophy of artificial intelligence.
“My interest in AI and its ethical implications has been a driving force throughout my academic journey, and I am eager to deepen my understanding of the philosophical and ethical dimensions of artificial intelligence,” he said. “Through this advanced education, I hope to contribute to the ongoing discussions and research on how AI technologies can be developed and implemented responsibly, with a focus on minimizing potential risks while maximizing societal benefits.”
Boesinga intends to position himself as a thought leader in the artificial intelligence community and, through teaching and mentoring, help shape ethical standards and frameworks to guide the field in the future.
“I am deeply committed to promoting responsible AI development and usage,” he said. “And by educating future generations, I aim to ensure that AI technologies are designed with a strong ethical foundation, prioritizing fairness, transparency, and human well-being.”
